Wallowa Lake is a ribbon lake 1 mile south of Joseph, Oregon, at an elevation of 4,372 ft. Yes, it is frozen in the Winter. Mount Howard, at 8,261 ft is located at the south end of Wallowa Lake. The mountain is home to Wallowa Lake Tramway, the steepest tram in North America.
